Design Review (DR # 01-08) Request for Approval to Operate a Temporary Rock Crusher at Trappers Crossing Cluster Subdivision Located at Approximately 7500 E. 900 S.

The petitioner is requesting approval to operate a rock crusher on a temporary basis at Trappers Crossing Cluster Subdivision located at approximately 7500 E. 900 S. The purpose of the rock crushing operation is to crush on-site material for use in backfilling trenches. Crushing will be allowed only for on-site material to be used at the Trappers Crossing Subdivision. No off-site material may be brought in for crushing and no on-site material may be crushed and then exported or sold to other locations.

This project is located in the FV-3 Zone where subdivisions are permitted and uses customarily incidental to permitted uses are also permitted. Therefore, a temporary rock crusher is considered to be a use which is customarily incidental to the construction of infrastructure in a subdivision, and is a permitted use in the FV-3 Zone.

The issues for the Planning Commission to consider are the hours of operation, dust control, and noise. The petitioner has provided a site plan and narrative detailing the location of the rock crusher and how potential negative impacts will be mitigated. The rock crusher will be located between lots 6 and 18 as shown on the site plan and will be approximately 1,975 feet away from the Jackson Fork Inn, 1,743 feet away from the nearest home, and 2,185 feet away from Highway 39. A large dirt pile approximately 30-35 feet tall located north of the rock crusher will provide a sound barrier. There are no homes located to the south, east, or west near the rock crusher site. Dust mitigation will be accomplished by wetting the material that is being crushed. The rock crusher would be moved to the site very soon and would be located there until the end of May. It would operate Monday through Friday from 8:00 a.m. to 4:30 p.m. The Weber County Engineering Office has no concerns.

Conditions For Approval

Crushing will be allowed only for on-site material to be used at the Trappers Crossing Subdivision. No off-site material may be brought in for crushing and no on-site material may be crushed and then exported or sold to other locations.

Staff Recommendations

Staff recommends approval of a temporary rock crusher at the Trappers Crossing Subdivision because it is an accessory use that is customarily incidental to the construction of a subdivision, it will eliminate the number of trucks used to haul material to this site, and the petitioner has proposed ways to mitigate potential negative impacts. This recommendation is subject to staff and other agency requirements and recommendations.
